Overview
Shatterproof is a nonprofit founded by Gary Mendell in 2013 to bridge the gap between the latest medical science and community treatment practices. From 2017 to 2019, the organization collaborated with medical experts, state governments, and healthcare payers to develop a data-driven system that monitored facilities for compliance with the National Principles of Care. These principles include routine screenings, personalized treatment plans, long-term disease management, medications, external non-clinical support connections, etc.
In 2020, ATLAS (Addiction Treatment Locator, Assessment, and Standards) was launched as America’s first non-profit quality measurement tool for addiction and recovery services, allowing users to compare treatment providers and services anonymously. It was supported by Arnold Ventures, the Robert Wood Johnson Foundation, and major insurers like Aetna, Anthem, Cigna, United Health, Blue Cross Blue Shield of North Carolina, Beacon Health Options, and Magellan Health.
As of August 2026, the Treatment Atlas platform serves 14 states with plans to expand.
Commentary
Shatterproof is a rising non-profit in the addiction space, and one that I so far have a positive opinion of. They seem to be heavily data-driven such that they don’t expand to a state without significant cooperatiaon from the healthcare infrastructure there. They also have a fair amount of engagement with the press, especially when evidence-backed interventions like harm reduction and medication for disease management are challenged.
