The “bigotry of low expectations” is an oft-repeated phrase that argues that having different expectations for minority groups who have been historically discriminated against is itself a form of discrimination that assumes they are bound to perform worse than their peers. It’s heavily politically charged, with many arguing that it’s used in bad faith against diversity initiatives that factor the skills developed under socioeconomic hardship into someone’s evaluation.
